Chapter 8 of 14, second quire
The EU family card in Toledo: form EX-19, in plain English
Married to a European who lives in Toledo, or their partner, parent or child, without an EU passport of your own? Your card is the family member’s card, asked for on form EX-19, and with it you may reside and work anywhere in Spain. You do not follow the general non-EU route. When the European relative is Spanish, the route has been a different one since 2025: the last section explains.
The procedure, in Spanish and in English

The European relative comes first
Your card rests on the registration of your EU relative. If they live in Toledo, they need their own green certificate, on form EX-18. When they hold it before you apply, your file is clearer.
Proving the link, in Spanish
Marriage certificates, partnership registrations and birth certificates prove the link. A paper issued abroad usually needs an apostille (apostilla), the stamp that confirms a public document for use in another country, or else a legalisation. A paper not written in Spanish needs a traducción jurada, a sworn translation made by a translator the Spanish State has authorised.
Order these papers early. They come from other countries and other offices, and they often take the longest of all.
Where the file goes in Toledo
In Toledo, the police and the Oficina de Extranjería en Toledo work in the same building, at Ronda de Buenavista 57. Whichever office takes your file, the address is the same. The office is printed on your booking; once the card is granted, the police unit takes your prints at a toma de huellas.
If your relative is Spanish
Here the answer changed in 2025. Under the reformed immigration regulation, in force since that year, the non-EU relatives of a Spaniard request their own authorisation, called residencia temporal de familiar de ciudadano español, instead of the EX-19 card. The Delegación’s page for Castilla-La Mancha does not say where Toledo takes that application, so ask before you book.
In Toledo, in particular
Because the police and the Oficina de Extranjería share Ronda de Buenavista 57, the family card brings you to the same address in Toledo whichever office handles your file. The Delegación del Gobierno gives the Oficina’s hours as Monday to Friday, 9:00 until 14:00, lists no phone, and its guide to procedures lets only the applicant enter, with a cita previa in their own name.
Questions on this chapter
My wife is Italian and lives with me in Toledo. Can I work with this card?
Yes. Holding it, you may live here and take a job or work for yourself.
Do our documents need a translation?
Every paper not in Spanish needs a sworn translation, a traducción jurada. Papers issued abroad usually need an apostille as well.
No wedding, but a long relationship: does it count?
It can: as a pareja registrada (registered partnership), or as a pareja estable whose life together you can prove with papers.
My wife is Spanish. Which form is mine?
Not the EX-19. Since the 2025 reform, relatives of Spanish citizens have an authorisation of their own, the residencia temporal de familiar de ciudadano español, whose Toledo office the official pages do not yet name.
Is it the same as reagrupación familiar?
No. Reagrupación familiar (family reunification) serves people whose sponsor is a non-EU resident, under different rules.
