Chapter 2 of 14, first quire
Certificado de registro UE Toledo: the green certificate, translated
A European who makes Toledo home for more than three months files form EX-18, by cita previa, at Ronda de Buenavista 57 or at the comisaría of Talavera de la Reina, and leaves with the green certificate. Its official name is “Certificado de registro de ciudadano de la U.E.”: in plain English, “registration certificate of an EU citizen”. It records that a citizen of the EU, of Switzerland, or of Norway, Iceland or Liechtenstein (the EEA countries outside the EU) lives in Spain, and it shows that person’s NIE.
The procedure, in Spanish and in English
En castellano

- Proof for your category: work, study or means
- Seguro de enfermedad (health cover), if you do not work
- Tasa 790-012, paid (bank stamp or justificante de pago)
Who needs it
Europeans need no visa to settle in Spain. A holiday needs no paper at all; a move does. Once Toledo, or a town of the province, has been your home for three months, Spanish law expects you to be registered.
No NIE yet? The registration assigns one. Already have a number, perhaps from buying a flat? That same number goes onto the certificate. A relative from outside the EU does not use this form: theirs is the EX-19.
Your category, in the words of the law
Spanish rules register Europeans under a few categories. Choose the one that matches your life now, and bring the proof that goes with it.
- Trabajador por cuenta ajena, an employee: the contrato de trabajo, or the employer’s certificate of your post
- Trabajador por cuenta propia (self-employed): your registration as an autónomo, a self-employed worker
- Recursos suficientes y seguro de enfermedad (enough money and health insurance): bank statements or a pension, with public or private health cover such as an S1 form
- Estudiante (student): proof of enrolment, health insurance, and a declaración responsable, your own signed word that your money covers your stay
- Familiar (family member): proof of the family link with a European who is registered here, and that relative’s certificate
What to carry on the day
- EX-18, filled in and signed by you
- Pasaporte or documento nacional de identidad (national ID card), valid, plus a photocopy
- The proof for your category
- The paid Modelo 790 código 012
- A padrón certificate from your ayuntamiento, the town hall, if you have one: it is the simplest proof of your address
- Your cita previa confirmation
Where the province registers you
The Delegación del Gobierno’s page for Castilla-La Mancha lists “POLICIA-CERTIFICADO DE REGISTRO DE CIUDADANO DE LA U.E.” among the police procedures of its Toledo office, Ronda de Buenavista 57, served always with a cita previa. policia.es also lists “régimen comunitario”, the rules for EU citizens, at the Comisaría de Talavera de la Reina, Calle Carlos Barral 2.
What the certificate does not do
The green certificate carries no photograph. It proves a registration, not an identity: at a bank or an airport desk, show it next to your pasaporte or your national identity card. If you move house or your circumstances change, tell the police, so that the paper stays true.
In Toledo, in particular
For the certificado de registro UE in Toledo, the Delegación del Gobierno lists the procedure among the police ones at Ronda de Buenavista 57, always by cita previa, and policia.es lists EU registration at the Talavera de la Reina comisaría too. To show your address, a padrón certificate from your own ayuntamiento (Toledo, Bargas, Seseña or wherever you live) is the easiest paper.
Questions on this chapter
I am Swiss. Does this chapter apply to me?
Yes. Citizens of Switzerland, Norway, Iceland and Liechtenstein register on the same form, EX-18, and receive the same green certificate.
May I start work before I register?
Yes. An EU citizen may work from the first day. The employer will still need a NIE, which you can ask for on its own or receive with the certificate.
Is the “green NIE” the same thing?
Yes. People say “green NIE”; the paper is the certificado de registro, and your NIE is printed on it.
Certificado de registro UE Toledo: is Talavera an option?
Yes, when the booking system offers it: policia.es lists EU registration (régimen comunitario) at the Comisaría de Talavera de la Reina as well.
