NIE: Número de Identidad de Extranjero, explained for Toledo

In Toledo the Policía Nacional assigns the NIE at Ronda de Buenavista 57, or at the comisaría of Talavera de la Reina, by cita previa only; for the number on its own you file form EX-15. Read word by word, Número de Identidad de Extranjero means “identity number of a foreigner”. It is given once and stays the same all your life, in every province. This chapter says who asks for the number alone, who receives it inside another document, and what to bring.

The procedure, in Spanish and in English

Residente or no residente: the first question

Spanish offices sort foreigners into two groups. A residente lives in Spain. A no residente has a reason to deal with Spain but lives in another country. The group you belong to decides how the number reaches you.

If you move to Toledo to live, you rarely ask for the NIE alone. A European receives it with the certificado de registro, the green certificate. A person from outside the EU receives it with a visa or an authorisation, and it is printed later on the TIE card.

If your home is abroad, or your reason is short and practical, you ask for the number by itself, on form EX-15. Typical cases: buying a home here, an inheritance, a short contract, a bank account opened before you move.

The EX-15, part by part

The EX-15 is a short request form. Its parts carry Spanish headings; in plain English they ask for the following.

  • Datos del extranjero: your details. Spanish forms have two boxes for surnames (apellidos); if you have one surname, leave the second box empty
  • Domicilio a efectos de notificaciones: an address where official letters can reach you
  • The document you ask for: the NIE itself, or a certificate of a NIE you already hold
  • Motivos: the reason you need it. Name it in a few words, and bring the paper that proves it
  • Firma: your signature, by hand, on the day or before

What the number does not say

A NIE says who you are, nothing more. Living in Spain and working in Spain are rights of another kind: they come from EU citizenship, or from a visa or an authorisation. A NIE certificate on its own, with no residence document, tells an employer or a landlord only who you are.

The NIE is also how the tax office knows you. The Agencia Tributaria writes it on your returns, on a deed of sale and on local tax bills.

Where the province of Toledo assigns it

Only two police offices in the province have “certificados y asignación de NIE” on their policia.es list, which means they give out the number and certify it. The first is the Oficina de Extranjeros de Toledo, Ronda de Buenavista 57, in the same building as the Oficina de Extranjería. Its phone fields are empty on policia.es. The second is the Comisaría de Talavera de la Reina, Calle Carlos Barral 2, phone 925 721 757.

Ask for a cita previa for the province of Toledo: the address on your booking shows which of the two will see you. The State fee on the 790-012 is paid before that day, never at the counter.

Asking from abroad

A non-resident may also file form EX-15 abroad, at the consulate of Spain that serves their home area. Consulates set their own booking rules and document lists. The NIE you receive that way is exactly the one Toledo would give you, and it remains yours if you move here later.

In Toledo, in particular

Cita previa NIE Toledo: you choose the province of Toledo, then the procedure for the number. policia.es lists it at Ronda de Buenavista 57 in the city and at Calle Carlos Barral 2 in Talavera de la Reina. For the Toledo building, the only hours published are those of the Oficina de Extranjería, Monday to Friday, 9:00 until 14:00, and no phone is given.

Questions on this chapter

With a NIE, may I live in Toledo?

Not on the number alone. It is an identity number. Living here rests on EU registration, or for non-EU citizens on a visa or an authorisation.

Can I go to Talavera de la Reina instead?

Yes, Talavera’s comisaría has NIE assignment on its policia.es list. If the booking system offers it for your procedure, it is a valid choice.

I received a NIE on an earlier stay. Is a second one needed?

No: one person, one NIE, for life. If the old paper is lost, the same EX-15 asks for a certificate of the number you already hold.

Does the NIE start with a letter?

Yes. It begins with X, Y or Z, then a row of digits, and ends with a control letter. Copy it exactly on every form.
