A flat in Seseña, a job in Madrid: your papers
You sleep in Seseña or Illescas and work in Madrid. Why your residence file belongs to Toledo, the order of the steps, and the booking mistake to avoid.

A flat in Illescas, Seseña or a town nearby, and a job in Madrid: that is daily life for some newcomers to the province of Toledo. The papers follow one simple rule, and it surprises people. Your residence file belongs to the province where you live, not to the city where you work.
Start with the padrón. Register at the town hall of the municipality where your home is, as your rental contract or your deed shows it. The padrón certificate is the first proof of your address, and it tells every office which province your file belongs to.
Then the booking. On the screens of the cita previa, the first one asks for the provincia. Choose Toledo. In this province, policia.es lists two police offices for foreigners: Ronda de Buenavista 57 in Toledo, and the Comisaría de Talavera de la Reina. It lists none in the north of the province, so the appointment means a trip to one of those two towns.
A European files form EX-18 for the green certificate and shows the work contract as proof, even if the company is in Madrid. A non-EU worker needs the authorisation or the visa first, then books the toma de huellas for the TIE, again for the province of Toledo.
Some things do not change when you cross from one region to the other every day. Your NIE is one number in every province. Your Social Security number is national. Your green certificate or TIE is valid across Spain. The employer in Madrid registers you with the Seguridad Social exactly as it would if you lived in Madrid.
Other things follow your home: your health centre, which belongs to the health service of Castilla-La Mancha; the regional part of your income tax; the school for your children. If you moved from Madrid, send your new address to the bank, to your employer and to the Agencia Tributaria once, at the start.
The mistake to avoid is a booking in the wrong province. A slot in Madrid can look easier to reach from your office, but a residence procedure booked there does not match an address in Seseña. If you are not sure which province or which procedure is yours, send a letter to the scribe before you confirm. A job in Madrid and a home in the province fit together well, as long as the papers stay with the home.
